The Twenty-eighth Amendment of the Constitution Bill, 2009 is a proposal to amend the Constitution of Ireland in order to enable ratification of the Treaty of Lisbon (also known as the Reform Treaty) of the European Union, following the failure of the previous amendment on 12 June 2008. As part of the enactment of the bill, a referendum is scheduled to be held on 2 October 2009.

The Treaty of Lisbon (also known as the Reform Treaty) is an international agreement signed in Lisbon on 13 December 2007 that would change the workings of the European Union (EU). The treaty has not been ratified by all EU member states. The treaty would amend the Treaty on European Union (TEU, Maastricht; 1992) and the Treaty establishing the European Community (TEC, Rome; 1957).
